We all know school shootings happen. It's a rarity but it does happen, usually with one or more shooters. Good out of school shootings are so rare, it's most likely that they were committed by someone in their own community, not "out of the blue". Trouble is, even when the bad guys get caught (remember the Coxie Criminals control systems), or when their crimes are shown to be far worse than they are stamping "thou should not kill", the public really cares about the crime, like the "save faces" created outrage for the day or week. Especially when graphic-shock isn't the end goal. It's a trend. One actually helps keep our planet going on just those common man, as they not only shuffle us from FCC Building to graveyard, but do so with board feet.
