For students in Los Angeles to attend college, they are required to have a high school diploma or GED certificate, a degree offered at both public and private colleges. A license to practice law may also be required, making it especially important in the heavily populated city of Los Angeles, which has among the nation's highest numbers of unauthorized immigrants.

Before a diploma holder even starts his or her academic career, he or she will be hit with several additional hurdles.

First, many schools require applicants to show proof of English proficiency and familiarity with American political culture, if the education involved is intended for major, government impacting work like law or medicine. Indeed, an extensive guide issued by the UCLA Law School Center on Education and the Workforce suggests applicants should expect to receive special attention from prospective educators:

The remainder of this section discusses specific areas that are likely to contain standardized directives. For example, completing a certain amount of legal work since 2004 would be a good indicator of a student's potential for advanced research on practical topics related to law or to assist in law enforcement. Similarly, writing substantial papers on specific law topics, such as copyright law, criminal law, personnel evaluation, criminal justice of prisoners, concealed-weapon license, larceny, or tracking the proceeds of minor offenses.

For students not to be confused with Re-Approved University Students (See: Wal-Mart U Policies and Emplying Agencies Title IV), schools place restrictions on who can enroll. Every year, the Herndon Community College Board of Trustees hears of foreign nationals who plan to attend colleges in America solely solely because they receive a higher education from an English-only college. When these don't bring in enough money to pay rent, thousands of their classmates are forced to drop out, and American taxpayers pay the bill. (The letters read like a breadcrumb trail of governmental and governmental non-protection for foreign students.)
