For the second time in less than a month, a police officer has been gunned down in Kansas City, Kan.
But despite the frequency of such activity, Kansas City police sources say the department has not compiled a comprehensive database of the latest gunfire homicides.
That absence comes despite a surge in the number of shooting victims recorded through June. Of the 12 confirmed homicides in closed-case incidents announced during that time, six were recorded during the first three months of this year alone.
All of the requests connected to those closed-case investigations are handled by Karl Pelleker, a special operations officer.
Pelleker, who has been conducting such investigations since April, did not return a message from The Enquirer on Friday. But the department's homicide preliminary investigation unit did submit a document-specific request to Pelleker in January asking for help analyzing the number of victims a specific corridor in the city could reasonably expect to have come in contact with.
That document, available on the police department's website, shows 56 violations recorded around the Thanksgiving weekend of 2014, a significant jump from recent levels. The records were compiled by open-records requests submitted by The Enquirer.
Completing the requisite analysis was no tiebreaker in locating a hit and. Pelleker didn't appear to be able to provide an overview of the district of concern.
Pelleker's report, which was filed with the Mahoney District Major Violations Unit, said: "Closed investigative investigations, such as this are typically closed. Officers not assigned in one jurisdiction are usually assigned in a different jurisdiction."
Those numbers have not been updated since, and one complainant reported Pelleker had called in his own classification for the Cencille projects on the Southwest Side.
But, neither could the department pinpoint any location where an officer in such assignments would have gone missing.
Matt Arthur, 20, died in October after he was reportedly shot during an argument in Over-the-Rhine.
Arthur was born in nearby Fairborn but worked at Carl's Junior and "broke out" in Cincinnati, while Pelleker had informed him of his assigned assignment to assist the Independent Police Review team at 2002 Juniper Drive, Arthur's mother
